Position Summary:

This Procurement Officer IV position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Fiscal Services. This position manages a team of procurement officers and provides training and guidance to the procurement team and the Agency as a whole. The Procurement Officer IV is responsible for procurement of services, commodities and capital outlay items for agency operations and will need to analyze existing State Purchasing guidance as well as come up with an agency approach to follow any new guidance that is released.

Job Responsibilities may include but are not limited to the following:

  • Directs a team of individuals involved in the purchase of equipment, supplies, services, and material for the Kansas Department of Transportation in accordance with established rules and regulations of the Division of Purchasing, Department of Administration, and KDOT policies.
  • Provides effective leadership to their assigned work unit including leading by example, providing performance objectives, midyear performance feedback discussions, timely performance reviews, coaching and counseling, discipline, and providing employment development opportunities for employees under their supervision.
  • Coordinates complex or unique requests with the Division of Purchasing, including reviewing Statement of Work documents provided by requestors and working with them to ensure their needs are well communicated in writing so the Agency and State of Kansas gets exactly what they need at the lowest cost. This position also engages in negotiations as part of these complex purchases when necessary.
  • Interprets the various state contracts available for use, advises the Agency of all aspects of obtaining materials, supplies, and equipment, and has direct contact with all levels of staff throughout the Agency at the Headquarters office, staff outstationed in various locations, and staff that reside in all six of our district locations.
  • Directs the development and preparation of yearly supply contracts, various service contracts, and consultant contracts and recommends to the Director of Purchases the award to the low responsible bidders meeting specification on contracts.
  • Directs preparation of special reports requested by the Chief of Fiscal Services related to purchasing of goods and services, cost comparison of items to be purchased for budget purposes, or items inventoried. This position also provides training to agency acquisition personnel.

Minimum Qualifications:

  • Four years of experience in procuring commodities and services which includes preparing order specifications, estimates, bids, contracts, and awarding contracts.
  • Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.
  • Valid Driver’s License at time of appointment.

Preferred Qualifications:

  • Four years of experience as State Contracting Officer I and/or II.
  • Knowledge of purchasing methods and procedures in an assigned field.
  • Knowledge of state purchasing laws, regulations and procedures, and contracting case law.
  • Knowledge of the various grades and qualities of commodities in an assigned field and of the sources of supply and price trends.
  • Knowledge of modern office methods, practices, and equipment.
  • Ability to establish and maintain satisfactory working relationships with vendors, departmental officials, and the public.
  • Three years supervisory experience.

Education:

  • Bachelor’s degree from an accredited four-year college or university is preferred.
